1. Cook rice as per instructions
2. While rice is cooking, add black beans, cumin, and garlic powder to small sauce pot. Heat over medium heat until heated through.
3. Slice green onions and jalapeño (if using).
4. Combine 1 cup rice, 1/2 cup black beans, 1/3 cup salsa, 1/4 cup shredded cheese to each bowl. Top with green onions and jalapeños.
